Parlamentares para a Acção Global apela ao respeito dos direitos humanos fundamentais e do quadro constitucional democrático na Guiné-Bissau
A composição global dos Parlamentares para a Acção Global (PGA) recentemente abraçou e apoiou os desenvolvimentos políticos e constitucionais que levaram a Guiné-Bissau a tornar-se uma democracia parlamentar multipartidária sob o Estado de Direito.
Os parlamentares da Guiné-Bissau, a título individual, aderiram à rede parlamentaria da PGA e participaram de várias campanhas destinadas a reforçar os direitos humanos e o controlo das armas na sua nação da África Ocidental.
Embora reconhecendo que a Guiné-Bissau não é mais um Estado autoritário, a PGA expressa profunda preocupação pelos repetidos fracassos do poder executivo em respeitar a Constituição e os seus contrapesos, que dependem da independência do poder judicial e da soberania do Parlamento em nome do povo da Guiné-Bissau.
Parlamentares pela Acção Mundial (PGA) exorta o Governo da Guiné-Bissau a libertar imediata e incondicionalmente da detenção qualquer deputado eleito que possa ter sido acusado de delitos relacionados com a sua liberdade de expressão, o que constitui um direito fundamental não só reconhecidos pela Constituição, mas também garantidos pelo Direito Internacional aplicável, incluindo o Pacto Internacional de Direitos Civis e Políticos ea Carta Africana dos Povos e Direitos Humanos.
A PGA está profundamente preocupada com os relatos de violações de segurança nas instalações do Presidente do Parlamento, que é a única autoridade que tem a responsabilidade de convocar o Poder Legislativo nos termos da Constituição.
A PGA afirma que as ameaças contra a integridade física de líderes partidários e as ameaças de lançar acusações politicamente motivadas contra parlamentares de qualquer partido político são inaceitáveis e serão monitoradas de perto pela comunidade internacional, incluindo a CEDEAO eo Alto Comissariado das Nações Unidas para Direitos humanos.
Ninguém está acima da lei eo quadro constitucional deve aplicar-se, com igual força, a todos os atores e instituições políticas, inclusive ao Presidente da República. Numa ordem constitucional não presidencial, a Presidência não pode assumir as prerrogativas constitucionais que pertencem ao Parlamento, que é o órgão constitucional que deve confirmar e apoiar - embora uma maioria parlamentar devidamente constituída - o Primeiro-Ministro e o seu Executivo.
A separação de poderes é um princípio sacrossanto sobre o qual toda democracia moderna erige suas instituições.
O povo da Guiné-Bissau merece ser governado pela força da lei, não pela lei da força.
A PGA apela a todos os membros da comunidade internacional para que a democracia, os direitos humanos e o Estado de direito sejam mantidos por todos os órgãos do Estado da Guiné-Bissau, a fim de assegurar a protecção dos direitos fundamentais e dos interesses da sua população.

Parliamentarians for Global Action calls for the respect of fundamental human rights and the constitutional democratic framework in Guinea Bissau
The global membership of Parliamentarians for Global Action (PGA) has recently embraced and supported the political and constitutional developments that led Guinea Bissau to become a multi-party parliamentary democracy under the Rule of Law.
Parliamentarians from Guinea Bissau, in their individual capacity, joined the PGA network and became active in a number of Campaigns aimed at strengthening human rights and arms’ control in their West African nation.
While recognizing that Guinea Bissau is not anymore an authoritarian State, PGA expresses profound concerns for the repeated failures of the Executive power to respect the Constitution and its checks and balances, which rests on the independence of the judiciary and the sovereignty of Parliament on behalf of the people of Guinea Bissau.
Parliamentarians for Global Action (PGA) calls upon the Government of Guinea Bissau to immediately and unconditionally release from detention any elected Member of Parliament who may have been accused of offenses that relate to his or her freedom of expression, which is a fundamental right not only recognized by the Constitution, but also guaranteed under applicable International Law, including the International Covenant on Civil and Political Rights and the African Charter on Peoples and Human Rights.
PGA is deeply worried about the reports of security breaches into the premises of the Speaker of Parliament, who is the sole authority that is entrusted with the responsibility to convene the Legislative power under the Constitution.
PGA affirms that threats against the physical integrity of any parliamentary leaders and threats to launch politically motivated charges against parliamentarians of any political parties are unacceptable and shall be closely monitored by the International Community, including the ECOWAS and the United Nations High Commissioner for Human Rights.
No one is above the law, and the constitutional framework must apply, with equal force, to all political actors and institutions, including the President of the Republic. In a non-presidential constitutional order, the Presidency cannot take upon itself constitutional prerogatives that belong to Parliament, which is the Constitutional body that must confirm and support – though a duly constituted parliamentary majority – the Prime Minister and her/his Executive.
The separation of powers is a sacrosanct principle upon which every modern democracy erects its institutions.
The people of Guinea Bissau deserve to be governed by the force of law, not the law of force.
PGA calls upon all Members of the International Community to ensure that democracy, human rights and the Rule of Law are upheld by all the organs of the Guinea Bissau's State in order to ensure protection for the fundamental rights and best interests of its population.

We invoke the popular representation of which parliamentarians are invested and that cannot suffer any impairment by the action of the other powers of the State.”
